Lawmakers Push for Tougher Penalties for Negligent Drivers

State lawmakers are pushing for tougher penalties when it comes to texting or using a hand-held cellphone behind the wheel.
Some are supporting a bill that calls for a three-year jail term and a $5,000 fine for anyone who causes an accident that results in serious injury or death.
For the Owen family, it's a very personal battle.
Five-year-old Jake Owen was in the back seat of his parent's car, which was exiting the JFX to the beltway when it was struck from behind at a high rate of speed. Owen was killed in the collision.
The driver escaped serious charges of homicide by negligent driving. He wound up paying two $500 tickets and never spent a day in jail.
