The 60-year-old victim, General Oliver, suffered broken ribs and a collapsed lung during an alleged beating last week by employees at the North Star group home in Windsor Mill.
Two employees were placed on administrative leave following the incident, according to North Star CEO Thomas Pointer.
Several agencies are investigating the alleged abuse, including the Department of Mental Health and Hygiene.
