James Privot was fishing at Fort Armistead Park in South Baltimore early Tuesday morning when three to four men began assaulting him while yelling racial epithets, according to police.
The attackers beat Lockner with a baseball bat before stealing his car and fleeing.
The suspect, 28 year-old Calvin Lockner, has been charged with attempted first degree murder and is being held without bail.
Police say Lockner has a tattoo of Adolf Hitler on his stomach and goes by the nickname "Hitler."
Police have not arrested the other suspects, but say they were able to capture Lockner because Privot's car was equipped with a satellite security system.
Privot was is critical but stable condition Wednesday at Shock Trauma.
