Much criticism surrounds the case of Thomas Meighan Jr., who is
under suspicion in connection with the deadly hit and run involving a Johns Hopkins student.
Meighan has more than 21 motor vehicle convictions, including eight for drunk driving. His license was suspended in September.
Speaking in Fells Point, Lt. Governor Anthony Brown said the system needs to be fair but firm with repeat drunk drivers.
Mike Gimble, an expert in the area, says stricter laws on the books won't address the core issue of alcoholism.
Critics like Gimble say the root issue of alcoholism needs to be closely studied if society is to be protected.
Prosecutors have filed a motion to have Meighan's bail revoked at a hearing on Monday.
