A government agency says it missed an opportunity to arrest a repeat criminal who is charged with killing his pregnant girlfriend in northeast Baltimore.

Police found 29-year-old Betsy Riggin strangled Thursday at her home in the 3200 block of The Alameda. The father of her unborn baby, Andrew Jackson, is charged in the murder.

One day before the killing, a judge signed an arrest warrant for Jackson for a probation violation.

Jackson likely would have been arrested when he met with his probation agent the morning of the murder, but the agent was unaware of the warrant.

Jackson's criminal history includes several theft and drug convictions, as well as domestic violence allegations.Missed Opportunity to Arrest Murder Suspect - Joy Lepola
