Police say 36-year-old Officer Gahiji Tshamba fired his service weapon 13 times at Tyrone Brown, a former Marine, early Saturday after a confrontation.
Brown, who was unarmed, was hit nine times and died.
It's the third time Tshamba has shot someone during his time on the force.
The first two shootings were ruled justified, but he was disciplined after the second shooting because he was under the influence of alcohol.
