The house was just a few feet from the New Metropolitan Baptist Church, where government agents are holding a Safe Surrender program for fugitives.
Police say they found chains, dog feces and blood on the floor of the abandoned house.
Two pit bulls were trapped in the house with no food or clean water.
Police are investigating whether the house was used as a storage facility for dogs to be used in fights. They have no suspects at this time.
