Stephen Pitcairn, 23, was stabbed in the chest Sunday night in Charles Village.
Police have charged Lavelva Merritt, 24, and John Alexander Wagner, 34, with first-degree murder.
Court records show Merritt has a history of drug arrests and convictions, and Wagner has been charged in robberies and assaults.
But Wagner never received any lengthy time behind bars, even after violating his probation repeatedly.
At the time of the killing, Wagner was wanted on a warrant charging him with a probation violation stemming from a Baltimore County car theft conviction.
His most recent arrest occurred in April following an assault and robbery caught on a camera. But prosecutors dropped that charge on May 18.
