Commissioner Frederick Bealefeld met with his top commanders this week after three people were killed in 13 shootings in the city over the weekend.
Bealefeld's plan is similar to a strategy showing progress in Washington D.C., which focuses on gathering intelligence and building cases against repeat violent offenders.
He wants to beef up investigations of assaults and robberies that can be precursors of shootings and homicides.
