Karla Hamner, a former spokeswoman for Leopold, says he discriminated against female employees and created a hostile work environment.
She also alleges in the lawsuit that Leopold grabbed her by the arms, twisted her around and yelled at her to keep her hair out of her face.
Hamner says she was transferred and then fired when she complained about the incident.
The lawsuit seeks $500,000 in damages.
Leopold would not comment on the case.
County attorney Jonathan Hodgson released a statement saying the allegations "have no merit." Hodgson says he'll seek to have the lawsuit dismissed.
