EPA: Bay's top polluter must cut nitrogen output

WASHINGTON (AP) -- The EPA says its new permit for the Blue Plains sewage plant requires one of the Chesapeake Bay's biggest polluters to nearly halve its nitrogen output.

The plant serving Washington, suburban Maryland and northern Virginia accounts for more than 3 percent of the nitrogen in the bay, where it fuels oxygen-robbing algae blooms.

The Environmental Protection Agency's mid-Atlantic administrator will be at the plant Friday along with Maryland's environment secretary and DC Water's general manager to discuss the permit.

A recent study credited pollution reductions at the plant for a rebound in aquatic grasses in the Potomac, but Maryland and Virginia officials have also asked for federal help for further upgrades, which are expected to cost nearly $4 billion.
